bum, homeless person

"Croto" is used to refer to poor people, originally the working poor, but nowadays to bums or homeless people. It comes from a former governor of the Province of Buenos Aires named Crotto who passed a decree that allowed poor workers to ride the trains to the city of Buenos Aires for free. These poor workers were then labeled "crotos" by the affluent Porteños.
