Comes from the word "oligarchia" meaning oligarchy. Tends to describe places or things associated with a high social level but is also used to criticize a person when they behave unfairly or traitor with some attitude. "Ese barrio es garca" (That area is affluent) or "Sos un garca" (You're a traitor)
