Villa Miseria

slum; favela; informal settlement

Referred to often as just a "villa" these are neighborhoods of intense poverty. They are often informal settlements without legal property rights, but can also include rundown areas or government housing. The word is not to be confused with more affluent neighborhoods such as "Villa Urquiza".
